PreferenceTag3 is a new cydia tweak 
by popular jailbreak developer Gabriele Filipponi which lets you to organize your settings app and supports 3D Touch. With this tweak you
can now protect each setting cell with a passcode. You can even tag your
settings like you would do on any Mac in finder app, Create custom folders,
Hide settings, Rearrange cells. You can also enable or disable individual
settings.

After you download and install this
tweak you’ll be displayed a short tutorial explaining how you
use the features provided by the tweak and many option to configure from
the settings app. To do this, just tap the gear at the top-right corner of the
settings app to access PreferenceTag’s configuration page or swipe on
a cell to access individual settings. While swiping you can see many options
for settings like enable or disable, passcode, tag, folder, hide, remove, and
position as you can see in the screenshot below:

With PreferenceTag3, you can easily
group all the preferences in the Settings app into different folders.
Likewise, you can move all the apps in the App Store section into one folder
and all your Cydia tweak preferences into a different folder so that you can
quickly access them.
To group apps and tweaks into
different folders, go to Tags -> Add Tag to create a new folder and choose
its icon. Once done, press the Save button.

download in Cydia via BigBoss Repo for $1.99 which is compatible
